Recall that in January 2019, an attempted coup d'etat took place in Venezuela. Oppositionist Juan Guaidó has proclaimed himself interim president of Venezuela. He was supported by the United States, Canada, many countries in Latin America, including Brazil and Argentina, and most countries of the European Union. The current president is considered legitimate by Russia, China, Cuba and Mexico.

Washington imposed sanctions against Caracas and has repeatedly tightened them. The restrictions affected the oil and gas state-owned company PDVSA and the Venezuelan Central Bank.
