The report stated that the war has caused a significant loss in Ukraine's industrial capacity and energy infrastructure, and that the country's economy would shrink by 29.1 percent in 2022.

"Despite external financial assistance, including an IMF loan and budgetary support from the European Union and the United States, the economy is likely to stagnate in 2023," the paper reads.

The length and severity of the fight, as well as Ukraine's capacity to pay for rehabilitation, will all have an impact on the country's long-term prospects. At this stage, the cost of reconstruction would amount to $411 billion.
