"As stated in an official letter sent to IAEA Director General Rafael Grossi today, we have declared the agreement invalid," said Araghchi. He explained that the Cairo agreement became obsolete after the EU3 countries—comprising the United Kingdom, Germany, and France—activated the "rapid response mechanism." This mechanism enabled the reapplication of UN sanctions that had been suspended under the 2015 Joint Comprehensive Plan of Action (JCPOA) on September 28.
Earlier on Thursday, the IAEA Board of Governors passed a resolution urging Iran to increase its cooperation with the agency and provide information on its stockpile of enriched uranium. This resolution was proposed by France, the United Kingdom, Germany, and the United States.
On October 18, the JCPOA expired, following which Iran stated that "all provisions, including restrictions on the Iranian nuclear program and related mechanisms, are considered null and void."
