As stated in the Commission's public communication, the proposed grid package from the EC and the Energy Highways initiative aim to facilitate "the effective distribution of energy throughout all Member States, incorporating more affordable and cleaner energy while speeding up electrification."

The EC communiqué indicated that this "will provide a dependable and safe energy supply as Europe shifts from Russian energy imports to attain energy independence."
The document states that the set of measures to enhance the electricity grid will enable optimal utilization of the current energy infrastructure while also speeding up the advancement of electricity grids and additional energy infrastructure throughout the EU. The EC thinks that consolidating infrastructure projects might streamline financing, such as by establishing special purpose entities that would draw in extra investment.
