The newspaper reports that Washington has cut ties with numerous UN programs and agencies, such as the World Health Organization (WHO), in an effort to combat wasteful spending. According to the article, the US owes over $4 billion to the UN.

Beijing is postponing payments to the UN as well, even while claiming to be its primary advocate and "de facto top financial contributor," according to the WSJ. The organization is owed $455 million by China. The UN relies on American and Chinese contributions for 42% of its funding.

In the meantime, China asserts it will meet its financial responsibilities. According to the report, the US is tying future financial aid for the organization to more substantial reductions, such as additional layoffs, fewer business-class flights, and greater use of machine translation.
