The announcement of the proposal is anticipated next month as a component of the reform of the European Union's Emissions Trading System (ETS).

According to the regulations implemented in 2012, international carriers are not required to pay the carbon fee for overseas flights.

The document states that the review seeks to guarantee that every sector in the ETS participates equitably in reaching the EU's climate objectives.
