Because the IRGC "controls the development of Iran's unmanned aerial vehicle (UAV) program as well as the transfer of UAVs overseas," the EU imposed sanctions on General Hossein Salami, commander of the IRGC.

The Shahed-136 and Mohajer-6 drones, which are said to have been delivered to Russia, are "employed by the Russian Federation in a military action," according to the EU. As a result, the IRGC Air Force and its commander have been subject to penalties.

Blacklisted "for its major support for measures that undermine or threaten Ukraine's territorial integrity, sovereignty, and independence" is Qods Aviation Industries, the company that makes the Mohajer-6 drones.

Three military generals were subjected to asset freezes and travel bans by the EU last month after Shahad Aviation Industries' assets were frozen. These generals are thought to have connections to Iran's drone program.
