“The initiatives outlined in the Defense Readiness Omnibus are designed to assist Member States and the industry in enhancing their defense capabilities and infrastructure to attain the readiness levels necessary to deter a high-intensity conflict,” the EC stated in a message.
The Commission said that the measures aim to “reduce bureaucracy, encourage investment in defense capabilities, and offer greater predictability for the industry.” They are expected to aid in gaining access to EU funding.
The Omnibus package aims to create a fast-track process for granting permits for defense initiatives, suggests implementing a “single window” approach for the defense sector in Member States, and seeks to lessen the administrative load in the European Defense Fund for both applicants and participants.
The EC stated that it will also promote “greater involvement of Ukrainian entities in the European Defense Fund.”
The combined proposed changes are intended to “enhance Europe's capacity to respond swiftly, collaborate more efficiently, and ensure that its defense sector can produce rapidly and on a large scale.”
