SIPRI: We are close to new nuclear arms race

The period of reducing nuclear weapons globally has ended, and a new perilous nuclear arms competition is starting, write researchers at the Stockholm International Peace Research Institute (SIPRI) in their annual report for 2025.

The SIPRI report indicated that in 2024, the United States, the United Kingdom, Russia, China, France, India, Pakistan, North Korea, and Israel (countries with nuclear arms) were enhancing current nuclear weapon systems and developing new iterations of them. Moreover, they were altering their nuclear strategies.

SIPRI Director Dan Smith states that the current arms race “entails significantly greater risks and uncertainties than the prior one.” Smith asserts that with advancements in new technologies, “the traditional, predominantly numerical, methods for arms control will no longer be adequate.”

He notes in the preface to the SIPRI Yearbook that the swift advancement and use of various technologies—including artificial intelligence (AI), cyber capabilities, space, missile defense, and quantum technologies—are generating possible sources of instability.

Improvements in missile defense and the use of quantum technologies in maritime environments will influence the susceptibility of crucial components of nuclear stockpiles, whereas AI and various technologies will hasten decision-making during crises—heightening the chances of nuclear conflict due to misunderstandings or technical failures.
