EU Member states will be required to submit gas and oil supply diversification plans

The proposed phase-out of Russian gas, which the EU Council approved on Monday, mandates all EU member states to present "national diversification plans detailing the actions and possible obstacles."

"The communiqué released stated that the Council decided to waive this requirement for Member States that can prove they no longer receive Russian gas imports, whether direct or indirect."

According to reports, the suggested draft regulation implements a "legally enforceable gradual prohibition on imports of pipeline gas and liquefied natural gas (LNG) from Russia." The total prohibition is anticipated to be implemented on January 1, 2028.

The text specifies that "the identical obligation to present a national diversification plan will be applicable to those Member States that persist in importing Russian oil, aiming to halt such imports by January 1, 2028."
