China to accelerate construction of strategic mineral reserve facilities

China is speeding up the development of strategic mineral reserve facilities, according to Xinhua, which references new regulations set to be implemented on June 15.

The guidelines outline the execution of a law enacted in 2024 and allow for expedited development of these facilities. They also specify that strategic mineral resources held by the state cannot be extracted or utilized without the consent of the Natural Resources Administration of the State Council.

The minimum reserve duration is five years, followed by a review to assess the potential for extension or modification.

The regulations also focus on enhancing the safeguarding of mineral resources and the environment, encouraging robust development in the mining industry, and guaranteeing the safety of mineral resources.

They specify rules concerning the search and extraction of mineral resources and outline measures for environmental recovery in mining regions, and additionally allow for enhanced mineral resource accounting and emergency response systems, along with management and oversight mechanisms.

The announcements do not clarify which mineral resources will be impacted by the new regulations.
